The following is a non-exhaustive list of past bills ASDA has supported and coalition letters ASDA has signed onto. Coalition letters are sent to lawmakers to voice the collective interests of the groups that sign onto them.

Past Legislation

Dental Student Debt

117th Congress H.R. 1285 / S. 449 Dental Loan Repayment Assistance Act would amend the Internal Revenue Code of 1986 to exclude from gross income certain federally-subsidized loan repayments for dental school faculty. This bill was created to address the significant difficulties in recruiting qualified individuals to fill faculty positions, especially acute in pediatric dentistry.

117th Congress H.R. 1918: Student Loan Refinancing and Recalculation Act
would allow student borrowers to refinance certain federal student loans at lower interest rates, lower future student loan interest rates, eliminate student loan origination fees, and allow some delayed interest accrual and deferred payments for qualifying borrowers.

117th Congress H.R. 2090: Student Loan Disclosure Transparency Act of 2021
would require federal student loan borrowers to receive detailed monthly reporting on their loans, including projected payments, accrued interest, total cost of attendance, and other specifics delivered in clear and direct terms.

117th Congress H.R. 2160 - Student Loan Refinancing Act would allow a borrower of a Federal Direct Loan to modify the interest rate on the loan to the current applicable rate.

117th Congress H.R. 3297: Public Health Workforce Loan Repayment Act of 2021 would establish a student loan repayment program for public health professionals.

117th Congress H.R. 4122/ S. 3658: REDI Act would allow borrowers in medical or dental internships or residency programs to defer student loan payments until the completion of their programs.

117th Congress H.R. 4631: Protecting Our Students by Terminating Graduate Rates that Add to Debt (POST GRAD) Act would reinstate eligibility for graduate and professional students with financial need to receive Direct Subsidized Stafford Loans, which are only available to undergraduate students.

117th Congress HR 4726: Student Loan Interest Deduction Act of 2021 would double the student loan interest deduction (from $2,500 to $5,000) and eliminate the income limits that prevent those with higher incomes from reaping the benefit.

117th Congress H.R. 5602 / S. 3244: BIO Preparedness Workforce Act of 2021 would provide loan repayment to health care professionals who dedicate their time to working in public health preparedness and response, or providing infectious disease care in underserved areas or federally funded facilities.

117th Congress S. 847: Student Loan Tax Elimination Act would amend the Higher Education Act of 1965 to eliminate origination fees on Federal Direct loans.

Barriers to Care

115th Congress H.R. 2422: Action for Dental Health Act would enable communities to reduce barriers to care by allowing organizations to qualify for oral health grants administered by the CDC. This bill also supports dental projects like Give Kids A Smile and Mission of Mercy.

117th Congress H.R. 914: Dental Care for Veterans Act would amend title 38, United States Code, to require the Secretary of Veterans Affairs to furnish dental care in the same manner as any other medical service, and for other purposes.

117th Congress H.R. 1794: Foster Youth Dental Act of 2021 would amend title XIX of the Social Security Act to strengthen coverage under the Medicaid program for certain foster youth individuals.

117th Congress H.R. 1916 / S. 754: Ensuring Lasting Smiles Act (ELSA) would provide health insurance benefits for outpatient and inpatient items and services related to the diagnosis and treatment of a congenital anomaly or birth defect.

117th Congress H.R. 3671/ S.1958: Doctors of Community (DOC) Act would amend the Public Health Service Act to reauthorize the program of payments to teaching health centers that operate graduate medical education programs.

117th Congress H.R. 4439/ S.3166: Medicaid Dental Benefit Act would amend title XIX of the Social Security Act to improve coverage of adult oral health care under the Medicaid program, and for other purposes. This bill would require comprehensive dental care for adults to be part of all state Medicaid programs.

117th Congress H.R.4555/ S.5073: Oral Health Literacy and Awareness Act would require the Health Resources and Services Administration (HRSA) to conduct a public education campaign to increase oral health literacy and awareness. HRSA must design the campaign to focus on children, pregnant women, parents, older adults, people with disabilities, and racial and ethnic minorities.

117th Congress H.R. 7585: Health Equity and Accountability Act of 2022 was focused on improving the health and well-being of communities of color, including adding persistent racial disparities in health and health care.

Practitioner Issues

115th Congress H.R. 184: Protect Medical Innovation Act of 2015 would repeal the tax on medical devices created by the Affordable Care Act (ACA)

116th Congress H.R. 1418: Competitive Health Insurance Reform Act would repeal McCarran-Ferguson Act of 1945, which exempts health insurance companies from some federal antitrust laws. Injects more competition into insurance marketplace and promotes fair plans for patients.

117th Congress H.R. 885: Small Business PPE Tax Credit Act would amend the Internal Revenue Code of 1986 to provide tax credits (up to $25,000) for personal protective equipment to small businesses, and others, in any year in which the President declares a national emergency relating to COVID-19.

117th Congress H.R. 2079: Eliminating the Provider Relief Fund Tax Penalties Act of 2021 would provide that CARES Act Provider Relief Fund payments are not includible in gross income (will not be taxed), and for other purposes.

117th Congress H.R. 3461 S.1793: Dental and Optometric Care (DOC) Access Act would amend title XXVII of the Public Health Service Act to improve health care coverage under vision and dental plans, and for other purposes. This act prevents dental insurers from dictating fees that a participating dentist may charge for non-covered services.

Opioid Epidemic

117th Congress H.R. 1026: LABEL Opioids Act would amend the Controlled Substances Act to require dispensers of certain opioids and opiates to affix on the container or package thereof a clear, concise warning that the opioid or opiate can cause dependence, addiction, and overdose, and for other purposes.

117th Congress H.R. 1185: Opioid Patients’ Right to Know Act of 2021 would amend the Public Health Service Act to authorize grants to certain States to inform patients about the risks of opioids and their analogues, and for other purposes.

117th Congress H.R. 2067: Medication Access and Training Expansion (MATE) Act of 2021
would amend the Controlled Substances Act to require physicians and other prescribers of controlled substances to complete training on treating and managing patients with opioid and other substance use disorders, and for other purposes.

Vaccinations

117th Congress H.R. 1550: PREVENT HPV Cancers Act of 2021 would amend the Public Health Service Act to provide for a public awareness campaign with respect to human papillomavirus, and for other purposes.

117th Congress HR 5699/ S.2114: Student Assisted Vaccination Effort (SAVE) Act would expand the definition of qualified persons who can administer vaccines to include health professional students. It would enable dental and other health professional students to provide vaccines during public health emergencies.
